Will my parental benefit be affected if I apply to extend my work permit?

Dear Sir/Madam,

I am in Sweden with work permit. My work permit will expire when i will be in parental leave. I am not a temporary employee, i mean there is no limitation in my contract to extend it. Can it be a problem to extend the permit while i am in parental leave?

    Yes, it might affect it, but it depends on some factors. There is a change of law which started to be valid from 1st august 2017 and might be relevant to you. Those who had a time limited residence/work permit might continue receiving Parental Benefit while waiting to get a decision for the extension of their permit.

    The first condition to continue receiving parental benefit is to submit a new application to the Migration Board for the extension of the residence permit before your temporary residence/work permit expires. The second condition is that the ground of the application of your residence/work permit must be the same as the residence permit you had before or a new permit that is supported by a provision in the temporary law.

    With a work permit, I lived and worked in Sweden from Sept 2018 until currently. My work permit expired August 31st 2019, and I applied before(!) it expired for a new permit - however I did apply for a different kind of permit ('moving to partner'), though I am continuing working with the same job.

    To be sure I was allowed to continue working while waiting for a decision on the next permit, I contacted the Migration Agency, and was told that I definitely still can continue working while I wait for the next permit, and that I should continue having the same rights as I did while the work permit was valid. She guided me to this (https://www.migrationsverket.se/English/Private-individuals/Working-in-Sweden/Extending-a-permit.html) webpage, to confirm that I am entitled to keep working.
    Again, she said that while I wait for my next permit's decision, I have the same rights (living, work, etc.) as I did while on my work permit.

    In March 2019, my Swedish Sambo and I had our son. I was on parental leave until August. As I was offered to extend my job until the end of 2019, I accepted. So for Sept - Dec 2019 I am going to be working 50%, and was planning to collect parental benefit for the days I am not working. I spoke with somebody on the phone at Forsakringskassan who was unsure, but said she thinks I probably am not entitled to parental benefit anymore since I applied for a different kind of permit. However, the migration agency told me that in my case, I should have the same rights as I had while on my previous permit even though it is a different type of permit.  

    Is this right? If so, how is this right if the Migration Agency has told me I have the right to continue working, and that it is as though I am applying for extension (ie. I have the same rights as someone who is applying for an extension)? I have a Swedish person number, and my employer fulfilled the insurance requirements. If I still can work and am supposed to have the same rights as before, then I am confused as to why there is question to me collecting parental benefit.
