Dental care costs. Refunding

I've already payed 2300 kr for dental care in Sweden this year, when I had to do root canal treatment, so i went to dentist. I've payed 1500 kr for the first manipulation and doctor said I have to wait 20 days before the next manipulation.  Unfortunately, I had to visit another dantist between this two manipulations to cure another thooth, and to my surprise i've got no discount from Forsakringskassan this time although i've already payed for dental care in Sweden more than 3000 kr this year. Later on I found out, that Dental clinic, where I started root canal treatment, took that 1500 kr from me as a prepayment, so they didn't registered this sum in Forsakringskassan. Because of this I haven't got discount while visiting another dentist and paid 1000 kr more, then I shoud pay if they've registered those 1500 kr.
Is there anything can be done about it?  Can i somehow get a refund?

    Please contact the dentist that did your first root canal treatment and did not report to Försäkringskassan those 1500 kronor. Ask the dentist why this payment has not been reported yet and ask him if it is possible if it could be done now.

    When your first dentist reported this payment, go to your second dentist and ask if you could get a refund.

    Please keep in mind that the compensation from Försäkringskassan is not calculated based on the price charged by the dentist. It is instead based on a reference charge. The reference charge is a fixed price set by the government for all measures eligible for compensation from high-cost protection. The charge includes costs of materials.

    Dentists don’t have to follow the reference charge. They can charge more or less if they like. If your dentist charges more, Försäkringskassan pays the reference charge only. If your dentist charges less, Försäkringskassan pays that charge.
